The first thing you need to do to introduce sanity into the drug problem is to eliminate the 'drug schedule' for arbitrarily assigning the level of criminality to a particular drug, and that all the schedule appears to do. The congress and state law makers have to deal directly with the drug problem and not just assign the problem to the Executive branch. Each drug needs to be investigated and the criminality that would be associated with the drug due to its addictive or harmful affects needs to be individually assessed. The 'drug schedule' is the easy way out of dealing with the drug problem, and in fact it partially manufactures the drug problem.
